Partnership Goals
CREATE is a partnership between research based institutions
in the UK and in Sub-Saharan Africa and South Asia. The partnership
has seven main partners and will develop a network of Associate
Partners to extend its reach as the research programme evolves.
The principal researchers of the main collaborating institutions
sit on the Management Advisory Group of CREATE which is overseen
by an independent Consultative Advisory Group (LINK). Within
each main partner country a National Reference Group has been
established to guide activity and advise on dissemination.
These structures are designed to ensure that a range of stakeholders
are represented, context is recognised in identifying research
priorities, and research outputs are tuned to the needs of
different audiences.
The partnership is characterised by commitments to:
- Develop research programmes which respond to differing
contexts and priorities within the context of the Millennium
Development Goals and Dakar Framework
- Identify issues relating
to access which have common analytic interest across countries
as well as within specific education systems
- Balance the interests of different stakeholders located
in both richer and poorer countries
- Communicate the findings of research in timely and
effective ways through different media and languages
- Strengthen capacity to undertake policy relevant
research on access issues
- Work collegially towards evidenced based policy responses
at different levels
CREATE members share a common vision to increase meaningful
access to basic education to those who are currently excluded.
The partnership will generate consistent messages on how this
can be achieved, and will seek to project these into policy
dialogue and communities of practice.
