Conceptual background
CREATE uses two key framing concepts. 'Zones of exclusion' are used to describe the various spaces where children are included, excluded, or are at risk of exclusion from education. An expanded vision of meaningful access doesn’t just focus on initial enrolments, but requires high attendance rates, progression through grades with little or no repetition, and learning outcomes that confirm that basic skills are being mastered.

Communications and dissemination strategy
The Communications and Dissemination Strategy is integral to much of the work carried out by CREATE. Its target audiences include policy makers and people who influence policy makers. CREATE produces products adapted to target audience needs and works with key people to communicate findings as effectively as possible.

Quality Assurance
There are a number of ways CREATE tries to assure quality: All publications in the PTA, CAR and policy brief series are peer reviewed. CREATE has assembled an inter-disciplinary Consortium Advisory Group (CAG). The CAG is independent and has a clearly defined quality control function in the implementation of CREATE.
